Medieval western portraits of St. Stephen almost always put him in a dalmatic, the vestment deacons wear at Mass. But this artist has given him a cassock and surplice. We know he's Stephen because of the stones on his shoulders and head that reference the manner of his martyrdom. The martyrdom is further emphasized by the blood flowing from the three places where the stones have struck.

As usual, Stephen is tonsured, carries a book and has no beard.
